Our Proposal Pre-Evaluation Service provides your consortium with structured, independent feedback on your Horizon Europe proposal—based on the perspective of an external evaluator. The goal is to help you identify gaps, unclear elements, and improvement opportunities before submission, increasing your proposal’s overall quality and competitiveness.
This service does not guarantee funding. It helps you submit a clearer, stronger, and more coherent proposal with higher chances of success.
What we do
We review your proposal as an evaluator would and provide detailed feedback on:
- What is unclear or insufficiently explained
- What is missing or inconsistent
- Where improvements can strengthen Excellence, Impact, Implementation
- Repetitions, misalignments, or structural issues across sections
Our feedback helps you refine your proposal without altering your ideas or scientific content.
Two levels of proposal review

External Proposal Evaluation
This level focuses on overall quality, coherence, and completeness.
- Evaluator-style assessment by an experienced proposal evaluator
- Focus on clarity, logic, consistency, and completeness
- Identification of missing elements, unclear objectives, weak linkages, or inconsistencies
- High-level feedback on issues such as objectives, TRLs, work plans, KPIs, timelines, and alignment between WPs and Gantt charts
We do not rewrite text, restructure sentences, or provide scientific or technological validation. Minor language issues may be noted if they affect clarity.
This review is conducted by an expert outside the specific research domain, reflecting how many evaluators approach proposals.

Evaluator-Style Proposal Review
In addition to the general pre-evaluation, we can involve a subject-matter expert relevant to your project’s field.
This level includes:
- All elements of the general pre-evaluation
- Expert feedback on methodology, approach, and domain-specific content
- Insights into whether the proposed methods and logic are clearly justified and credible within the field
This option provides broader and deeper feedback, combining evaluator logic with thematic expertise.
