About White Paper Insights and Lessons from Developing Digital One-Stop Shops for Energy Efficiency. Under the REVERTER project, the project’s communication and dissemination partner WIT Berry has developed four Digital One-Stop Shops (DOSS) for the pilot regions of Brezovo (Bulgaria), Coimbra (Portugal), Athens (Greece) and Riga (Latvia). These online platforms are designed to make the process of home renovation easier and more accessible, especially for vulnerable households. The newly released White Paper presents the key findings from this work, based on extensive survey data, hotspot analyses, and assessments of vulnerable consumers’ needs in the four pilot areas. It provides a comprehensive overview of the barriers to energy renovation and showcases the role of DOSS platforms in overcoming them.
The role of WIT Berry's team in development of DOSS
As the communication and dissemination partner in the REVERTER project (LIFE Programme), WIT Berry was responsible for the development of four Digital One-Stop Shops (DOSS) and for designing and implementing the public engagement strategy and support activities across the four pilot areas. This White Paper compiles the results achieved and the key lessons learned throughout this process.
The Challenge
Each area presented unique social, technical, and communication barriers, from low digital literacy and limited awareness of renovation programmes to complex administrative procedures and varying local contexts. The key challenge was to design digital tools and outreach strategies that were accessible, engaging, and adaptable to these differing needs while ensuring broad public participation and long-term sustainability.
Results
Through close collaboration with local partners, WIT Berry successfully developed and launched four operational DOSS platforms, each tailored to local contexts and user needs. These platforms now serve as central information and support hubs, helping citizens access renovation resources, understand funding opportunities, and engage with experts. The accompanying communication and engagement strategy enhanced visibility, trust, and participation across all regions. The results and lessons learned are consolidated in the REVERTER White Paper, offering practical recommendations for the development, maintenance, and communication of future DOSS initiatives across Europe.

Concept of the DOSS
Concept of the DOSS The concept behind the Digital One-Stop Shops (DOSS) was to create simple, user-friendly platforms that consolidate all relevant information on energy renovation in one accessible place. The focus was on clarity, structure, and usability, ensuring that even first-time users could easily navigate and find the guidance they needed. From the outset, WIT Berry placed strong emphasis on the information architecture and content flow, enabling intuitive access to support schemes, renovation advice, and local contacts. To guarantee visibility and user reach, a dedicated SEO strategy was integrated into the design process, ensuring that each DOSS could be easily found through search engines and provided a seamless user experience.
Development of the DOSS
For the development phase, WIT Berry selected WordPress with Elementor, a flexible and widely used content management system. This approach enabled both professional functionality and easy maintenance for non-technical users. Each DOSS was tailored to its local context while maintaining a unified design and structure across all four pilot regions. To ensure sustainability and autonomy, OSS personnel were trained and equipped with detailed manuals and tutorial videos, allowing them to independently update content and manage their platforms effectively. The result was a set of modern, adaptable digital tools designed for long-term use beyond the project’s duration.
Maintenance and monitoring
WIT Berry oversaw the ongoing maintenance and performance monitoring of all four Digital One-Stop Shops, ensuring technical reliability and continuous improvement. Regular updates of plugins and security settings kept the platforms stable and secure. In parallel, periodic statistical analysis and reporting helped evaluate traffic sources, user behavior, and engagement levels. These insights provided valuable feedback on which communication channels and activities were most effective in reaching target audiences, guiding further adjustments and enhancing overall impact throughout the REVERTER project’s implementation.
Recommendations
Building on the development, operation, and evaluation of the four Digital One-Stop Shops, WIT Berry formulated a set of comprehensive recommendations for future DOSS initiatives. These include practical guidance on technical design, user engagement, and communication strategies, as well as advice for organisations already managing or planning to launch similar platforms. The recommendations emphasise the importance of combining a user-centric approach with ongoing optimisation, regular content updates, and cross-sector collaboration. Together, these measures can help ensure that Digital One-Stop Shops continue to serve as effective, sustainable tools for promoting energy efficiency and supporting vulnerable households across Europe.
